Delays to South Eastern Passenger franchise award
The start of the next South Eastern passenger Franchise has been delayed. The Secretary of State for Transport confirmed to Parliament on 8th April 2019 that “while we make a decision on the competition” the franchise award will be delayed.
The Department of Transport is negotiating a short term extension to the current franchise with Govia. This will run until 10th November 2019 with a possible extension to April 2020.
This new franchise was originally due to start in December 2018, but the refranchising process has been stopped by the DfT .
The short listed bidders for the next contract are London & South Eastern Passenger Rail Services (a joint venture with GoAhead 65% and Kelios UK 45%) and South Eastern Holdings (Abellio Transport Group, East Japan Railway and Mitsui &Co.).
The Stagecoach South Eastern Trains Group (Stagecoach and Alstom) had also been shortlisted but on 10th April 2019 the DfT announced that this bid had been disqualified as non-compliant.
Trentitalia UK had also been shortlisted but with drew from the bidding process.
